Implementation and Effect
As the prime minister of a vassal state, Guan Zhong's arrival was highly valued by the Zhou emperor and he was summoned immediately. After the worship, Guan Zhong advised the Zhou emperor: In order to maintain the royal etiquette, the king of Qi hoped to lead the princes to worship the ancestral temple of the former king, and asked the Zhou emperor to issue an order requiring all princes in the world who came to worship the ancestral temple of the former king and to watch the ceremony at the Zhou emperor to carry red bows and stone walls. The Zhou emperor agreed and issued orders to the vassal states. As a result, the princes of the world carried gold, jade, grain, scrolls and cloth to Qi to buy stone walls. Qi obtained huge wealth by selling stone walls, which made Qi not need to collect taxes for many years, enriched the national finances, and further strengthened Qi's strength.
